Meet The Executive Team
Chief Executive Officer
Halima Jalloh, CPA, CGFM, is a seasoned financial executive with over 15 years of experience in accounting, auditing, tax advisory, and financial management across the public, private, nonprofit, and international development sectors. She has supported numerous U.S. federal agencies and organizations with financial reporting, compliance, internal controls, grant management, and strategic advisory services.
As the Founder and Principal of Victory Accounting & Financial Services, she helps businesses, nonprofits, and government contractors strengthen their financial operations through expert tax, accounting, CFO advisory, and compliance solutions that drive sustainable growth and success.
Halima Jalloh. MS, CPA, CGFM
Auditor & Compliance Lead
Buntina is a highly accomplished Governance, Compliance, and Operational Risk professional with extensive experience in developing and implementing Enterprise Risk Management (ERM) frameworks for multinational organizations. She is currently Compliance & Audit Lead at Victory Accounting & Financial Services (Victory CPA), where she leads strategic initiatives focused on strengthening governance, risk management, compliance, and internal control systems for consulting clients under her portfolio.
Buntina is a Certified Fraud Examiner (CFE) through the Association of Certified Fraud Examiners (ACFE), the world’s largest anti-fraud organization, and currently serves as a Board Director for the ACFE Philadelphia Chapter. Her professional experience spans multinational organizations, including Orange, an affiliate of Orange France, and Sonatel, where she held several senior leadership positions over an eight-year period, including Head of Compliance, Head of Procurement, and Head of Corporate Governance.

Chief Operating Officer
George Caulker is the Chief Operating Officer at Victory Accounting & Financial Services LLC, where he leads day-to-day operations, HR strategy, and client service delivery across nonprofit, government, and small business engagements. With over a decade of experience in regulatory compliance, organizational development, and nonprofit consulting, George ensures operational excellence and alignment with federal and state standards.
